This is the classic CISC vs RISC trade-off in action. The PicoRV32 is designed for compactness, not performance, and so it takes about three cycles per instruction, and will take several instructions to do what the PIO can do in one instruction. This means that in net, the BIO will not achieve the same peak speed as the PIO could for very simple things like SPI, but, due to the richer instruction set and larger instruction memory, one could implement more functions, such as fixed-point signal processing or bit-stuffing for framing data into various protocols. Thus, if all you want is a bit-banger that can shift out bits as fast as possible from a DMA-blast from RAM, the PIO is a better fit; but if you want a more full-featured I/O co-processor, the BIO is a better fit.
